Licensing Services
The United States State Department upgraded to a system of electronic license applications in autumn of 2006. After two years of using the new D-Trade system, it is clear that the system can benefit the export/import process when applications are properly filed. Clients and customers can facilitate the application process by providing complete, correct documentation so that license requests can be expedited in the shortest time possible. Coordination with manufacturers, distributors and freight forwarders utilizes the system as efficiently as possible.

The D-Trade system is faster, more efficient, more accessible and very cooperative. However, the license applications are more detailed, and oversight of document requirements is more stringent and less flexible. The following guidelines outline the requirements:
- All supporting documentation must be scanned and submitted as pdf files. The original documents must provide clear details of the commodities to be licensed, and these documents must be high quality, original copies printed with colors, clarity and textures such as will create a legible scan.
- The Purchase Order must be signed and must clearly list the description, quantity, caliber, manufacturer, model and commodity to be licensed. An end user statement verifying that the products ordered will only be sold and used within the country of purchase must be included above the signature.
- The DSP-83 must provide the same detail, completely matching and consistent with the information on the PO.
- International Import Certificates must be translated into clear, concise English. Expiration dates must be clearly stated and legible.
- If the customer prefers a specific freight forwarder, this carrier must be in compliance to handle ITAR goods. Our established freight forwarders are secure and approved.
To expedite the licensing process, clearly scanned pdf files of supporting documents can be emailed to office. The originals must still be sent to the office to validate the application.
Original documents for all licenses should be mailed to the office in Middletown to the attention of Phyllis Sheridan.
